The true leader of Org XIII (I knew it from first seeing him in KH2 that Xigbar was more likely to be the ruthless and efficient leader the Organization needed to thrive, rather than Xemnas.) alongside the Wind Lancer.  I admit to this being my favorite pairing for Xigbar, and this is tied for my favorite pairing for Xaldin alongside Vexen.  I am rather ambivalent about Xaldin, considering his decent boss battle and neutral behavior towards other Org members in the games.  Xigbar has a more compelling design and deeper entrenched story in the games' lore, especially in light of him being revealed as the "forever hooded man in black" we've seen since Chain of Memories in the ending cutscenes of KH3.
